1. Acceptance of Terms
By accessing or using middle-east-chronicle.com (the “Website”), you agree to be bound by these Terms and Conditions (“Terms”). These Terms constitute a legally binding agreement between you and Harbinger Bros. LLC, a Wyoming limited liability company with its principal place of business at 1309 Coffeen Avenue, Sheridan, WY 82801, United States (“Company,” “we,” “us,” or “our”). If you do not accept these Terms, please cease use of the Website immediately.
2. Service Description
Middle East Chronicle is a digital news publication providing editorial content covering the Middle East and North Africa (MENA) region. Access is provided free of charge. We reserve the right to modify, suspend, or discontinue the Website or any feature at any time without prior notice and without liability.
3. Intellectual Property
All content on middle-east-chronicle.com including articles, photographs, graphics, illustrations, video, audio, and underlying source code (“Content”) is owned by Harbinger Bros. LLC or its licensors and protected by US copyright law (17 U.S.C.), international copyright conventions including the Berne Convention and the WIPO Copyright Treaty, and applicable national intellectual property laws.
You receive a limited, personal, non-commercial, non-transferable, revocable licence to access and read Content. You may not reproduce, distribute, modify, create derivative works from, publicly perform, or commercially exploit Content without prior written authorisation. Applicable fair use (US), fair dealing (UK/Commonwealth), and equivalent national copyright exceptions are preserved.
4. AI Training Prohibition and Rights Reservation
Harbinger Bros. LLC hereby expressly and unequivocally opts out, pursuant to Article 4(3) of Directive (EU) 2019/790 (EU CDSM Directive), of the text and data mining exception of Article 4(1) of that Directive for the purpose of developing, training, fine-tuning, or evaluating artificial intelligence, machine learning, or related computational systems. This opt-out is effective as of the date of first publication of Content on this Website and applies retroactively to all Content previously published.
The use of any Content, in whole or in part, from middle-east-chronicle.com for the purpose of training, developing, improving, fine-tuning, evaluating, benchmarking, testing, or otherwise preparing or supporting any AI or machine learning system of any kind is strictly prohibited without the prior express written consent of Harbinger Bros. LLC. This prohibition applies:
- Globally, in all countries and jurisdictions
- Regardless of whether the activity is commercial or non-commercial
- Regardless of the technical method used
- To all forms of machine learning including but not limited to large language models (LLMs), generative AI systems, image generation models, multimodal models, and retrieval-augmented generation (RAG) systems
- To the fullest extent permitted by applicable copyright and database protection law in each jurisdiction
5. User Conduct
You agree to use the Website lawfully. You will not: (a) engage in unauthorised access, scraping, or bulk downloading; (b) transmit malware or disruptive code; (c) attempt to compromise the security or integrity of the Website; (d) reproduce, distribute, or commercially exploit Content without authorisation; (e) misrepresent the origin of Content; (f) use the Website to harass, threaten, or defame any person; (g) violate any applicable export control law; or (h) engage in any activity that could expose us to legal liability.
6. Section 230 (CDA) Protection
To the extent any user-generated content is submitted through the Website, the Company is entitled to the protections of 47 U.S.C. § 230 (Communications Decency Act) as a provider of an interactive computer service, and is not the publisher or speaker of user-provided information.
7. Disclaimer of Warranties

OUR AGGREGATE LIABILITY SHALL NOT EXCEED USD $100.00. SOME JURISDICTIONS DO NOT PERMIT CERTAIN LIABILITY EXCLUSIONS; THE ABOVE LIMITATIONS APPLY TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW.

10. Links and Third-Party Content
The Website may link to third-party websites for informational purposes. Such links do not constitute endorsement and we are not responsible for the content, accuracy, or availability of linked sites. Your use of third-party sites is governed by their own terms.
11. Governing Law and Dispute Resolution
11.1 Governing Law
These Terms are governed by the laws of the State of Wyoming, USA, without regard to conflict of law principles, except where mandatory consumer protection laws of another applicable jurisdiction cannot be derogated from.
11.2 US Users — Mandatory Arbitration
Any dispute that cannot be resolved by good-faith negotiation within 30 days shall be submitted to binding individual arbitration administered by the AAA under its Consumer Arbitration Rules, in Sheridan, Wyoming or remotely. Class action rights are waived. Jury trial rights are waived.
11.3 EU Users
For EU consumers, mandatory consumer protection provisions of the user's country of habitual residence apply. Brussels Ibis Regulation Article 18 permits EU consumers to sue in their Member State courts. EU ODR: ec.europa.eu/consumers/odr.
11.4 UK Users
UK Consumer Rights Act 2015 and mandatory UK consumer protections apply. UK consumers may access UK courts.
11.5 MENA Users
Nothing in these Terms excludes rights under the mandatory laws of any MENA jurisdiction applicable to users in that jurisdiction.
12. Miscellaneous
These Terms, with our Privacy Policy and Cookie Policy, are the entire agreement between you and Harbinger Bros. LLC regarding the Website. If any provision is unenforceable, the remaining provisions continue in full force. Our failure to enforce any right or provision does not waive that right.
